In terms of consistency, I'd say the void whip is the best. Disabling the guardian is hands down the strongest thing there is and it allows you to take as much time as you need for Phantom Abyss most rooms.

While the ability gives you some pretty good mid-air horizontal movement, it is outclassed by most other movement options. Not a useless ability, but it doesn't have much utility either.
